I would prioritize convergent validity. In my study on AI tools, items within each construct (e.g., Accessibility) must strongly relate to each other. If they don’t, the construct itself is unclear and unreliable. As noted by Fornell and Larcker (1981), a construct must first show internal consistency before being compared with others. If convergent validity is weak, results become unreliable and hard to interpret. While discriminant validity is also important (to distinguish constructs), it only matters after we ensure each construct is measured properly. So, convergent validity is more fundamental.
